With reference to your letter 54224/ 46 of 22nd February and my letters of 16th March and 2nd April, it now seems that the draft Agreement with the Elec- tricity Companies had, in fact, already reached our Departments, but had experi- enced some difficulty in finding a proper home. However, it has now been referred to us on the Colonial Office File (54224/ 1946) by Kenrick and I enclose for your information a copy of my reply.
